The three buttons
Essential only stores tolbg_consent=essential. Optional storage stays refused.
Accept all stores tolbg_consent=all. That records consent for analytics and advertising storage. Because no such tag is present, the practical effect today is the record itself.
Settings lets you tick analytics storage and advertising storage separately, then save. A mixed choice is stored as a short code such as a0n1 (advertising off, analytics on) or a1n0.
The cookie uses SameSite=Lax and, on an HTTPS visit, the Secure flag. On a plain local preview the Secure flag is omitted so the choice can still be saved. Clearing cookies in the browser removes the memory, and the banner returns.
Consent Mode, ready and unused
Each page sets a default consent state before other scripts run: advertising storage, ad user data, ad personalisation and analytics storage start as denied. If you later accept a category, the page updates that state through the gtag('consent','update', …) pattern used by Google Consent Mode.
No Google tag, no advertising pixel and no analytics library is included in the pages as published. The default exists so that a tag added in the future can read a refusal that was already in place, instead of firing first and asking second. If we add a tag, this policy and the banner text will name it. We will not write that advertising cookies are absent on a day when they are present.
With JavaScript disabled, the preference cookie is not written. The pages remain readable. A short note under the footer says so.
